Order No. 118 of the General Administration of quality supervision, inspection and quarantine

 

Chapter I General principles

Article 1 in order to standardize the inspection and quarantine supervision and administration of imported and exported feeds and feed additives, improve the safety level of imported and exported feeds and feed additives, and protect animal and human health, according to the law of the people's Republic of China on entry and exit animal and plant quarantine and its implementation regulations, the law of the people's Republic of China on import and export commodity inspection and its implementation regulations These measures are formulated in accordance with the special provisions of the State Council on strengthening the safety supervision and administration of food and other products and other relevant laws and regulations.

 

Article 2 These measures are applicable to the inspection, quarantine, supervision and administration of imported, exported and transit feed and feed additives (hereinafter referred to as feed).

 

 

 

Animals and plants and their products used for feed shall be managed in accordance with the provisions of these measures.

These measures are not applicable to pharmaceutical feed additives.

 

Article 3 the General Administration of Customs shall be in charge of the inspection, quarantine, supervision and administration of imported and exported feed throughout the country.

The competent customs shall be responsible for the inspection, quarantine, supervision and administration of imported and exported feed in the areas under its jurisdiction.

 

Chapter II Risk Management

Article 4 the General Administration of Customs implements risk management on imported and exported feed, including product risk classification, enterprise classification, supervision system review, risk monitoring, risk warning and other measures on the basis of risk analysis.

 

Article 5 the customs shall adopt different inspection and quarantine supervision modes and make dynamic adjustments according to the risk level of imported and exported feed products.

 

Article 6 according to the product risk level of imported and exported feed, the integrity of enterprises, the ability of safety and health control and the effectiveness of supervision system, the customs implements enterprise classification management on the registered overseas production, processing and storage enterprises (hereinafter referred to as overseas production enterprises) and domestic export feed production, processing and storage enterprises (hereinafter referred to as export production enterprises), Adopt different inspection and quarantine supervision modes and make dynamic adjustment.

 

Article 7 the General Administration of Customs shall formulate inspection and quarantine requirements for imported feed according to the types of feed products. Conduct risk analysis on the countries or regions that export feed to China for the first time, and conduct retrospective review on the countries or regions that have exported or are exporting feed to China, focusing on the review of their feed safety supervision system. According to the results of risk analysis or retrospective review, formulate, adjust and publish the list of countries or regions that are allowed to import feed and the types of feed products.

 

 

Article 8 the General Administration of Customs shall monitor the risks of imported and exported feeds, formulate an annual risk monitoring plan for imported and exported feeds, and prepare an annual risk monitoring report. The customs directly under the customs shall formulate specific implementation plans and organize their implementation in combination with the actual local conditions.

 

Article 9 the General Administration of Customs shall timely issue risk warning information on the basis of risk analysis according to the safety situation of imported and exported feed, problems found in inspection and quarantine, problems notified by relevant organizations at home and abroad, and feed safety problems in domestic and foreign markets.

 

Chapter III import inspection and quarantine

Section 1 registration

Article 10 the General Administration of Customs shall implement a registration system for production enterprises in countries or regions that allow the import of feed. The imported feed shall come from registered overseas production enterprises.

 

Article 11 An overseas production enterprise shall meet the relevant requirements of the laws, regulations and standards of the exporting country or region and meet the equivalent requirements of the relevant laws, regulations and standards of China, and shall be recommended to the General Administration of Customs after passing the examination by the competent department of the exporting country or region. The recommended materials shall include:

1Enterprise information: enterprise name, address and official approval number;

2Registered product information: registered product name, main raw materials, uses, etc;

3Official certificate: it proves that the recommended enterprise has been approved by the competent department, and its products are allowed to be freely sold in the exporting country or region.

 

Article 12 the General Administration of Customs shall examine the recommended materials.

If it fails to pass the examination, it shall notify the competent department of the exporting country or region to make corrections.

After consultation with the competent authorities of the exporting country or region, the General Administration of Customs shall send experts to the exporting country or region to review its feed safety supervision system and conduct random inspection on the enterprises applying for registration. Enterprises that fail to meet the requirements shall not be registered, and the reasons shall be notified to the competent authorities of the exporting country or region; Other recommended enterprises that meet the requirements and have not been selected shall be registered and published on the official website of the General Administration of customs.

 

Article 13} registration shall be valid for five years.

For an overseas production enterprise that needs to be extended, the competent department of the exporting country or region shall submit an extension to the General Administration of Customs six months before the expiration of the term of validity. When necessary, the General Administration of Customs may send experts to the exporting country or region to conduct a retrospective review of its feed safety supervision system, and conduct random inspection on overseas production enterprises applying for extension. For other overseas production enterprises applying for extension that meet the requirements and are not subject to random inspection, the validity period of registration shall be extended for 5 years.

 

Article 14 Where a registered overseas production enterprise stops production, changes production, goes bankrupt, or has its production license or business license revoked by the competent department of the exporting country or region, the General Administration of Customs shall cancel its registration.

 

Section II Inspection and quarantine

Article 15 Where an entry animal and Plant Quarantine License is required for imported feed, the entry animal and Plant Quarantine License shall be handled in accordance with relevant regulations.

 

Article 16 the owner or his agent shall apply to the Customs for inspection before or at the time of entry of the feed. When applying for inspection, he shall provide the certificate of origin, trade contract, bill of lading, invoice, etc., and provide the inspection and quarantine certificate of the exporting country or region according to the different requirements for the product.

 

Article 17 the customs shall carry out inspection and Quarantine of imported feed in accordance with the following requirements:

1Chinese laws and regulations, national mandatory standards and relevant inspection and quarantine requirements;

2Bilateral agreements, protocols and memoranda;

3Requirements listed in the entry animal and Plant Quarantine License.

Article 18 the customs shall carry out on-site inspection of imported feed in accordance with the following provisions:

1Check the cargo certificate: check whether the document is consistent with the name, quantity (weight), packaging, production date, container number, exporting country or region, manufacturer name and registration number of the goods;

2Label inspection: whether the label meets the national standard of feed label;

3Sensory inspection: whether the packaging and containers are in good condition, whether they exceed the shelf life, whether there is corruption and deterioration, whether they carry harmful organisms, and whether there are prohibited substances such as soil, animal corpses and animal excreta.

 

Article 19 in case of any of the following circumstances during on-site inspection, the customs shall issue an inspection and Quarantine Treatment Notice, which shall be returned or destroyed by the owner or his agent under the supervision of the Customs:

1The exporting country or region is not included in the list of countries or regions allowed to import;

2Products from non registered overseas production enterprises;

3Non registered products from registered overseas production enterprises;

4The goods are inconsistent with the certificate;

5The label does not meet the standard and cannot be corrected;

6Exceeding the shelf life or spoiling;

7Soil, animal carcasses, animal excreta and quarantine pests are found and cannot be effectively quarantined.

 

Article 20} in case of broken bulk packages or containers found during on-site inspection, the owner or agent shall be responsible for sorting them out. If the package is damaged and there is a risk of spreading animal and plant epidemics, the contaminated sites, articles and instruments shall be subject to quarantine treatment.

 

Article 21 the customs shall take samples of products from different types of overseas production enterprises according to the corresponding inspection and quarantine supervision mode, issue the "sampling / sampling certificate" and send it to the laboratory for testing of safety and health items.

The goods sampled and sent to the laboratory for testing shall be transported to the storage place designated by the Customs for testing and waiting for the test results.

 

Article 22 those who pass the inspection and quarantine shall be released after the customs issues the "inspection and quarantine certificate of entry goods".

If the goods fail to pass the inspection and quarantine, the customs shall issue the notice of inspection and quarantine treatment, and the owner or his agent shall, under the supervision of the customs, carry out disinfection, return or destruction. Those who pass the disinfection and quarantine treatment are allowed to enter the country; In case of external claims, the customs shall issue relevant certificates. The customs shall report the unqualified information of imported feed inspection and quarantine to the General Administration of customs.

 

Article 23 the owner or his agent shall not transfer, sell or use imported feed without authorization before obtaining the "inspection and quarantine certificate of entry goods" issued by the customs.

 

Article 24 If the imported feed is unloaded at different ports, the Customs at the early unloading port shall timely notify the Customs at other unloading ports of the inspection and quarantine results and treatment in writing; If a certificate needs to be issued, the Customs at the port of discharge shall summarize and issue the certificate.

 

Section III Supervision and management

Article 25 the package of imported feed shall be labeled in Chinese, and the label shall comply with the national standard of feed labeling in China.

For imported feed in bulk, the import enterprise shall pack it in the place designated by the customs and affix feed labels before entering the country. If it is directly transported to the production and processing enterprises designated by the Customs for feed production, it shall be exempted from labeling.

Where the state has restrictions on the feeding range of imported animal derived feed, the feeding range shall be indicated on the package of animal derived feed sold on the market.

 

Article 26 the customs shall implement record keeping management for feed import enterprises (hereinafter referred to as import enterprises). An import enterprise shall report to the local customs for the record before or at the time of the first inspection application.

 

Article 27 import enterprises shall establish business archives to record the inspection application number, product name, quantity / weight, packaging, export country or region, foreign exporter, name of overseas production enterprise and its registration number, inspection and quarantine certificate of entry goods, flow direction of imported feed and other information, and the retention period of the records shall not be less than two years.

 

Article 28 the customs shall regularly examine the business files of the import enterprises that have been put on record. If they fail to pass the examination, they shall be included in the list of enterprises with bad records, and the inspection and Quarantine of the feed imported by them shall be tightened.

 

Article 29 If a feed safety accident abroad involves imported feed, a notification from the relevant domestic departments or a user's complaint about the safety and health problems of imported feed, the customs shall carry out retrospective investigation and deal with it in accordance with the relevant provisions of the state.

If the imported feed has the conditions listed in the preceding paragraph and may cause damage to animal and human health and life safety, the feed import enterprise shall take the initiative to recall and report to the customs. If the import enterprise fails to fulfill the obligation of recall, the customs may order the import enterprise to recall and include it in the list of enterprises with bad records.

 

Chapter IV export inspection and quarantine

Section 1 registration

Article 30 the General Administration of Customs implements a registration system for the export production enterprises that export feed. The exported feed shall come from the registered export production enterprises.

 

Article 31 An enterprise applying for registration shall meet the following conditions:

1Plant, process, equipment and facilities.

1. The plant site shall avoid industrial pollution sources and keep an appropriate distance from farms, slaughterhouses and residential areas;

2. The layout of workshops and workshops is reasonable, and the production area is separated from the living area and office area;

3. The process design is reasonable and meets the safety and health requirements;

4. Have plant, equipment and storage facilities suitable for production capacity;

5. Have pest control facilities (rodents, flies, storage pests, birds, etc.).

2Have quality management organization and professional technicians suitable for the products they produce.

3It has the detection ability suitable for safety and health control.

4Management system.

1. Post responsibility system;

2. Personnel training system;

3. Health examination system for employees;

4. Establish a quality management system according to the principle of hazard analysis and critical control point (HACCP), and carry out self-inspection and self-control on the basis of risk analysis;

5. Standard Hygienic Practice (SSOP);

6. Evaluation and acceptance system for qualified suppliers of raw and auxiliary materials and packaging materials;

7. Feed label management system and product traceability system;

8. Waste and wastewater treatment system;

9. Customer complaint handling system;

10. Quality and safety emergency management system.

5Export inspection and quarantine requirements formulated by the General Administration of Customs according to the types of feed products.

 

Article 32 An export production enterprise shall apply to the local customs directly under it for registration and submit the following materials:

1Application form for inspection and Quarantine Registration of export feed production, processing and storage enterprises;

2If the national feed authority has requirements for examination, production license and product approval number, it must provide relevant supporting documents for approval;

3Production process flow chart, and indicate the necessary process parameters (except those involving trade secrets);

4Plan of the plant area and provide photos or video data of key areas;

5List of products and raw materials applied for registration.

 

Article 33 The customs directly under the central government shall examine the application materials in time, make a decision on whether to accept or reject the application within five days according to the following circumstances, and notify the applicant in writing:

1If there are errors in the application materials that can be corrected on the spot, the applicant is allowed to correct them on the spot;

2If the application materials are incomplete or do not conform to the legal form, the applicant shall be informed in writing of all the contents that need to be supplemented and corrected on the spot or within 5 days. If the applicant fails to inform within the time limit, it shall be accepted from the date of receiving the application materials;

3If the application materials are complete and conform to the legal form, or the applicant submits all the supplementary and corrected application materials as required, the application shall be accepted.

 

Article 34 The customs directly under the central government shall, after accepting the application, form a review team to conduct on - site review of the export production enterprises applying for registration. The review team shall submit the review report to the customs directly under the Customs after the on-site review.

 

Article 35 The customs directly under the central government shall, within 20 days from the date of accepting the application, make a decision on whether to approve the registration of the applicant's application; If the registration is approved, the inspection and Quarantine Registration Certificate of export feed production, processing and storage enterprises (hereinafter referred to as the registration certificate) shall be issued.

If the customs directly under the customs cannot make a decision within 20 days from the date of accepting the application, it may be extended for 10 days with the approval of the person in charge of the customs directly under the customs, and the applicant shall be informed of the reasons for the extension.

Article 36 the registration certificate shall take effect from the date of issuance and shall be valid for 5 years.

Export production enterprises belonging to the same enterprise, located in different places, with independent production lines and quality management systems shall apply for registration respectively.

Each registered export production enterprise uses a registration number. The registration number of a registered export production enterprise is for the exclusive use of the factory.

 

Article 37 If an export production enterprise changes its name, legal representative, product variety, production capacity, etc., it shall submit a written application to the local customs directly under it within 30 days after the change, and fill in the inspection and quarantine note for export feed production, processing and storage enterprises

If the enterprise name or legal representative is changed, the customs directly under the customs shall directly go through the change procedures after reviewing the relevant materials.

If the product variety or production capacity is changed, the customs directly under the customs shall review the relevant materials and organize on-site review. After passing the review, the change procedures shall be handled.

 

If an enterprise relocates, it shall re apply to the customs directly under it for registration.

If it no longer engages in the export of feed business due to shutdown, change of production, bankruptcy and other reasons, it shall go through the cancellation formalities with the local customs directly under it.

 

Article 38 If an export production enterprise that has obtained registration needs to extend the validity period of registration, it shall submit an application in accordance with the provisions of these measures three months before the expiration of the validity period.

 

Article 39 The customs directly under the General Administration of Customs shall report the relevant information to the General Administration of Customs for the record within 30 days after completing the registration, alteration or cancellation.

 

Article 40 Where the importing country or region requests to provide a list of registered export production enterprises, the customs directly under it shall report to the General Administration of Customs after passing the examination. The General Administration of Customs shall, after organizing random inspection and evaluation, uniformly recommend to the competent authorities of the importing country or region and go through relevant procedures.

Section II Inspection and quarantine

Article 41 The Customs shall carry out inspection and Quarantine of exported feed according to the following requirements:

1Inspection and quarantine requirements of the importing country or region;

2Bilateral agreements, protocols and memoranda;

3Chinese laws and regulations, mandatory standards and relevant inspection and quarantine requirements;

4The quarantine requirements specified in the trade contract or letter of credit.

 

Article 42 before the export of feed, the owner or agent shall apply to the customs of the place of origin for inspection on the strength of trade contracts, factory certificates and other documents. The customs shall review the documents provided and accept the inspection application if they meet the requirements.

 

Article 43 After accepting the application for inspection, the customs shall carry out on-site inspection and quarantine in accordance with the following provisions:

1Check the cargo certificate: check whether the document is consistent with the name, quantity (weight), production date, batch number, packaging, shipping mark, name of export production enterprise or registration number of the goods;

2Label inspection: whether the label meets the requirements;

3Sensory inspection: whether the package and container are intact, whether there is corruption and deterioration, whether there are harmful organisms, whether there is soil, animal corpse, animal excreta, etc.

 

Article 44 the customs shall take samples of products from different types of export production enterprises according to the corresponding inspection and quarantine supervision mode, issue the "sampling / sampling certificate" and send it to the laboratory for testing of safety and health items.

 

Article 45 If the goods pass the inspection and quarantine, the customs shall issue the certificate for certificate replacement of exit goods, inspection and quarantine certificate and other relevant certificates; Those who fail to pass the inspection and quarantine can be released by issuing relevant documents in accordance with the regulations after effective treatment and re inspection and quarantine; If there is no effective method to deal with it or it still fails to pass the inspection and quarantine after treatment, it shall not be released, and a notice of non conformity of exit goods shall be issued.

 

Article 46 the Customs at the port of exit shall inspect the goods in accordance with the relevant provisions on the inspection of the renewal of certificates for outbound goods, focusing on whether the goods are consistent with the certificates. Those who fail to pass the inspection shall not be released.

 

Article 47 the Customs at the place of origin and the Customs at the port of exit shall exchange information in a timely manner.

If safety and health problems are found in the process of inspection and quarantine, corresponding measures shall be taken and reported to the General Administration of Customs in time.

 

Section III Supervision and management

Article 48 the enterprises producing and processing exported feed that have obtained registration shall comply with the following requirements:

1Effective operation of self inspection and automatic control system;

2Producing export products in accordance with the standards of the importing country or region or the requirements of the contract;

3Abide by China's regulations on the administration of drugs and additives, and shall not store or use drugs and additives prohibited by China and importing countries or regions;

4The packaging, loading containers and means of transport of exported feed shall meet the safety and health requirements. The label shall meet the relevant requirements of the importing country or region. The name or registration number of the manufacturer and the purpose of the product shall be indicated on the package or label;

5Establish enterprise archives to record the name, quantity (weight) and supplier of raw and auxiliary materials used in the production process, raw material acceptance, self inspection and self-control of semi-finished products and finished products, warehousing, ex warehouse, export, pest control, product recall, etc., and keep the records for at least 2 years;

6Fill in the export feed supervision manual truthfully, and record the customs supervision, sampling, inspection, annual review and the investigation of foreign official institutions.

A registered feed storage enterprise shall establish an enterprise file to record the name, quantity / weight, owner, warehousing, outbound and pest control of the stored feed, and the record file shall be kept for at least 2 years.

Article 49 The Customs shall exercise daily supervision and administration over the export production enterprises registered within its jurisdiction, including:

1Environmental sanitation;

2Pest control measures;

3Effectiveness of self inspection and self-control of toxic and harmful substances;

4Changes in raw and auxiliary materials or their suppliers;

5Packing materials, bedding materials and finished products warehouse;

6Safety and hygiene of production equipment, appliances and means of transport;

7Batch and label management;

8Other contents related to safety and health;

9The export feed supervision manual records the situation.

 

Article 50 the customs shall conduct annual examination on the registered export production enterprises. If they pass the annual examination, the annual examination record shall be marked on the registration certificate (copy).

 

Article 51 The Customs shall implement record keeping management for feed export enterprises (hereinafter referred to as export enterprises). An export enterprise shall report to the local customs for the record before or at the time of the first inspection application.

If the export and production are the same enterprise, it is not necessary to go through the filing.

 

Article 52 export enterprises shall establish business files and accept the verification of the customs. The archives shall record the inspection application number, product name, quantity (weight), packaging, importing country or region, foreign importer, supplier name and its registration number of exported feed, and the archives shall be kept for at least 2 years.

 

Article 53 The Customs shall establish the integrity archives of the registered export production enterprises and export enterprises, and establish the list of enterprises with good records and the list of enterprises with bad records.

 

Article 54 Where epidemic diseases, toxic and harmful substances exceeding the standard or other safety and health quality problems are detected by domestic and foreign customs, the customs shall implement stricter inspection and quarantine supervision measures after verifying the relevant conditions.

Article 55 when the registered export production enterprises and the registered export enterprises find that the relevant products they produce and operate may be contaminated and affect feed safety, or their export products are suspected of causing feed safety incidents abroad, they shall report to the local customs within 24 hours, and take control measures to prevent the unqualified products from continuing to leave the factory. After receiving the report, the customs shall report it to the General Administration of Customs level by level within 24 hours.

 

Article 56 Where any of the following circumstances occurs to a registered export production enterprise, its registration shall be withdrawn by the customs directly under it:

1The objective conditions on which registration is granted have changed significantly and fail to meet the requirements of registration conditions;

2The contents of the registration have been changed and the change procedures have not been handled;

3Those who fail to pass the annual examination.

 

Article 57 under any of the following circumstances, the customs directly under the central government may revoke the registration at the request of the interested party or in accordance with its functions and powers:

1A staff member of the customs directly under the customs authority abuses his power and neglects his duty to approve the registration;

2Approving registration beyond its statutory authority;

3Approving registration in violation of legal procedures;

4Approving the registration of export production enterprises that do not have the application qualification or do not meet the legal conditions;

5Other circumstances under which the registration may be revoked according to law.

Where an export production enterprise obtains registration by deception, bribery or other improper means, it shall be revoked.

 

Article 58 under any of the following circumstances, the customs directly under the central government shall go through the formalities for cancellation of registration according to law:

1The registration has not been renewed at the expiration of its validity period;

2The export production enterprise terminates according to law;

3The enterprise no longer engages in the export feed business due to shutdown, production change, bankruptcy and other reasons;

 

4The registration is revoked, withdrawn or revoked according to law;

5The registered items cannot be implemented due to force majeure;

6Other circumstances under which the registration shall be cancelled as stipulated by laws and regulations.

 

Chapter V transit inspection and quarantine

Article 59 when transporting feed through the border, the carrier or escort shall report to the Customs at the port of entry for inspection on the strength of the waybill and the certificate issued by the competent department of the exporting country or region, and submit the transit transportation route in writing.

 

Article 60 the means of transport, packages and containers for transit feed shall be in good condition. If the Customs at the port of entry finds that the means of transport, packages and containers may cause leakage on the way, the carrier or escort shall take sealing measures in accordance with the requirements of the Customs at the port; If sealing measures cannot be taken, transit is not allowed.

 

Article 61 If the exporting country or region is not included in the list of countries or regions allowed to import as stipulated in Article 7, it shall obtain the approval of the General Administration of customs before it can transit.

 

Article 62 for the feed in transit, the Customs at the port of entry shall check the documents, verify the conformity of the goods and certificates, seal and release it, notify the Customs at the port of exit, and the Customs at the port of exit shall supervise the exit.

 

Chapter VI Legal Liability

Article 63 under any of the following circumstances, the customs shall punish them in accordance with the special provisions of the State Council on strengthening the supervision and administration of food and other product safety:

1Storing or using drugs, additives and other raw and auxiliary materials prohibited by China or the importing country or region;

2Using the products produced by non registered feed production and processing enterprises as the products of registered export production enterprises;

 

 

 

3Knowing that there is a potential safety hazard, concealing it, refusing to perform the obligation of accident reporting, and continuing to import and export;

4Refusing to perform the obligation of product recall.

 

Article 64 under any of the following circumstances, the customs shall impose a fine of not less than 3000 yuan but not more than 30000 yuan in accordance with the "Regulations for the implementation of the law of the people's Republic of China on entry and exit animal and plant quarantine":

1Unloading imported or transit feed from the means of transport or delivering it without Customs approval;

2Opening or damaging the packaging of transit feed without authorization, or opening or damaging animal and plant quarantine seals or marks without authorization.

 

Article 65 under any of the following circumstances, criminal responsibility shall be investigated according to law; If the case is not serious enough to constitute a crime or the circumstances of the crime are obviously minor and it is not necessary to impose a penalty according to law, the customs shall impose a fine of not less than 20000 yuan but not more than 50000 yuan in accordance with the regulations for the implementation of the law of the people's Republic of China on entry and exit animal and plant quarantine:

1Causing major animal and plant epidemics;

2Forging or altering animal and plant quarantine documents, seals, marks and seals.

 

Article 66 under any of the following circumstances, if there are illegal gains, the customs shall impose a fine of less than three times the illegal gains, up to 30000 yuan; If there is no illegal income, a fine of less than 10000 yuan shall be imposed:

1Using forged or altered animal and plant quarantine documents, seals, marks and seals;

2Using forged or altered quarantine certificates issued by the competent department of the exporting country or region;

3Using forged or altered other relevant supporting documents;

4Refusing to accept customs supervision and administration.

 

Article 67 Customs personnel who abuse their power, deliberately create difficulties, engage in malpractices for personal gain, forge inspection results, or neglect their duties and delay the issuance of inspection certificates shall be given administrative sanctions according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

 

Chapter VII - Supplementary Provisions

Article 68 the meanings of the following terms in these measures are:

Feed: refers to the products and raw materials for animal consumption that have been planted, bred, processed and produced, including live animals for bait, frozen animal products and aquatic products for feed (including bait), processed animal protein and oil, pet food and chewing gum, forage, silage, feed Cereals, bran cake residue, processed plant protein and plant powder, compound feed Additives, premixed feed, etc.

 

Feed additive: refers to a small amount or trace amount of substances added in the process of feed processing, production and use, including nutritional feed additives, general feed additives, etc.

 

Processed animal protein and oil: including meat meal (livestock and poultry), meat and bone meal (livestock and poultry), fish meal, fish oil, fish paste, shrimp powder, squid liver powder, squid powder, squid paste, squid powder, fish essence powder, scallop essence powder, blood powder, blood paddle powder, blood cell powder, blood cell powder, serum powder, fermented blood powder, animal waste powder, feather powder, hydrolyzed feather powder, hydrolyzed hair protein powder Leather protein powder, hoof powder, horn powder, chicken offal powder, intestinal membrane protein powder, gelatin, whey powder, milk powder, egg powder, dry silkworm pupa and its powder, bone powder, bone ash, bone charcoal, bone calcium hydrogen phosphate, shrimp shell powder, egg shell powder, bone glue, animal oil residue, animal fat, feed grade mixed oil, dry insect and its powder, etc.

Ex factory certificate: refers to the document issued by the registered production and processing enterprise of exported feed or feed additives, which proves that its products are qualified by the self inspection and automatic control system of the enterprise.

 

Article 69 The General Administration of Customs shall be responsible for the interpretation of these measures.

 

Article 70 these Measures shall go into effect as of September 1, 2009. Since the date of implementation, if the provisions on the administration of inspection and Quarantine of imported and exported feed are inconsistent with these measures, these Measures shall prevail.
