According to General Administration of Customs of China’s notification on Aug. 31th. To implement the state council's policy of tax and fee reduction, and implement the tasks of "six stability" and "six guarantees", continue to optimize the environment of port business, and reduce the burden on enterprises, the General Administration of Customs has decided to adjust the supervision requirements of some inbound and outbound goods. The relevant matters are announced as follows:

I. Cancel the regulatory requirements of providing pest quarantine report and carrying out risk assessment and sample submission inspection for the first time imported cultivation media when applying for quarantine approval.

2. Enterprises producing outbound feeds and feed additives that have not been registered in the importing countries or regions shall be exempted from registration with the Customs.

3. The supervisory requirements for water quality monitoring reports provided by exit aquatic animal farms and health certificates provided by the staff of entry aquatic animal isolation farms shall be abolished.

4. The supervision requirement of providing self-inspection certificate for exit grain declaration shall be abolished, and the quality declaration shall be provided instead.

5. The supervision requirements of submitting the inspection records of poisonous and harmful substances of fruits to the local customs during the registration of outbound fruit orchards and packing plants shall be cancelled.

6. The supervisory requirements for the water quality inspection reports submitted by vegetable production and processing enterprises from Hong Kong and Macao to the local customs at the time of filing shall be abolished.

7. Cancel the regulatory requirements for enterprises to submit documents of raw materials for vegetable processing in Hong Kong and Macao, shipping list and certificate of ex-factory qualification at customs declaration.

8. The regulatory requirements of export producers on self-inspection of raw and supplementary materials used in meat and aquatic products processing shall be abolished.

9. Cancel the supervision requirements for the consignee or its agent to submit the certificate of origin of aquatic products imported to the customs at the port of import.The regulatory requirement that feed from aquaculture farms for export comes from feed processing plants registered with the Customs shall be abolished.

10. When handling the customs formalities for imported cosmetics, it shall declare that it has obtained the approval documents of health license for imported cosmetics approved by the relevant competent authorities of the state, and it shall be exempted from submitting the approval documents.

For cosmetics that have not been licensed or registered by the state for hygiene purposes, the regulatory requirements for providing safety assessment materials for substances with possible safety risks issued by relevant qualified institutions shall be cancelled and product safety commitments shall be required.

The regulatory requirements on filing management for export cosmetics manufacturers will be abolished.

This announcement shall come into effect as of the date of promulgation.
